Russia offers rebels safe passage out of eastern Ghouta

MOSCOW/BEIRUT (Reuters) - The Russian military has offered Syrian rebels safe passage out of eastern Ghouta, setting out a deal by which the opposition would surrender its last major stronghold near Damascus to President Bashar al-Assad.
